Abstract
This report presents a framework for the development of a school-based education for mutual understanding agenda, specifically tailored for Pacific Island conditions, that promotes national cohesion and democratic participation, while respecting cultural diversity and social tolerance. The framework strives to provide a foundation for policymakers to review and address the role of schooling in promoting social cohesion, as well as some basic instruments for teachers to include values education in their daily practices.
