Development of a Framework for a Nationally Consistent Dataset Concerning the Teaching Workforce across Australia

Abstract

There is considerable work underway to improve the coverage and quality of the data available to support teacher workforce planning. This report is a contribution to that work. The overall objective is to develop ‘a series of options for the development of a nationally consistent dataset concerning the teaching workforce in Australia’. The report draws on analysis of data frameworks for teacher workforce planning used in other countries and in other professions in Australia, and extensive consultations with stakeholder groups, to develop a set of options for consideration by relevant authorities. The developments reviewed cover: a) England’s School Workforce Census; b) the United States Schools and Staffing Survey; c) the Australian Children Services Minimum Data Set; and d) the Australian National Health Workforce Taskforce. The project is based on data needs in terms of the main stages in the teacher career cycle: • Entry into teacher education • Graduation • Entry into teaching employment • Work roles and teaching areas; and • Exit from teaching.
