Abstract
This paper describes an emerging system for professional development of teachers guided by profession-defined standards and values. Includes teacher-initiated and employer-initiated development, how PD can become a responsibility of the profession, the Standards- based Professional Development System, The US National Board for Professional Teaching Standards, building professional learning communities around teaching standards and linking professional development to career structures and pay systems.
