About

Juliette Mendelovits, BA (Hons), DipEd La T, MA (Eng) Melb, was the Research Director for Assessment Development at the Australian Council for Educational Research prior to her retirement in February 2025. Until 2023, she was the Research Director, Assessment and Reporting (Humanities and Social Sciences) research program for the ACER Group. This program’s work comprised test development, the refinement of test constructs, studies of test validity and reliability, assessment methods and formats, psychometric analyses of test data, and methods for item banking, online test delivery and reporting. The program had a staff of 40 researchers. 
 
From 2016-18, as the General Manager, UK, for ACER International United Kingdom Ltd., Ms Mendelovits investigated and managed research and development opportunities for ACER in the UK, establishing networks, and providing UK educators with insights into the kinds of research and educational services ACER offers, with the goal of improving learning: ACER’s mission. While in the UK she directed ACER’s work for the Scottish Government on the Scottish National Standardised Assessments, an online adaptive population assessment for children and young people in Scottish government schools.
 
Ms Mendelovits has directed large-scale assessment projects for several Australian state education departments. She was inaugural project director of the International Schools’ Assessment, a program for assessing the mathematical, reading and writing proficiencies of primary and secondary students in international schools worldwide. She directed the new literacy test development for the Programme for International Assessment of Adult Competencies (PIAAC, 2008–10), and ACER’s contribution to the New Zealand Literacy and Numeracy for Adults Assessment Tool (2010–12). Other work includes contributions to an Australia-wide literacy and numeracy assessment for students enrolled in initial teacher education courses, a sample monitoring assessment program for the Afghan Ministry of Education, and reviews of citizen-led assessment programs in Africa and the sub-continent. She recently served on an international panel designing performance level descriptions to monitor achievement of Sustainable Development Goal 4.1: ‘by 2030, ensure that all girls and boys complete free, equitable and quality primary and secondary education leading to relevant and effective learning outcomes.’
 
Ms Mendelovits played a leading role in test development for reading in the Programme for International Student Assessment (PISA) 2000, and co-authored the thematic report Reading for Change: Performance and Engagement Across Countries – Results from PISA 2000 (OECD, 2003). For PISA 2009 she led framework and test development for reading literacy (both print and digital reading). She was the PISA consortium editor for Volume VI of the PISA 2009 international report, Students On Line: Digital Technologies and Performance (OECD, 2011). She coordinated test development for PISA 2012, with special responsibility for reading and for financial literacy framework and test development. She also directed the development of the instruments for the OECD’s PISA-Based Test for Schools.
 
She has directed several ACER test development projects for the Standards and Testing Agency: English reading work packages for KS2 (Level 3-5 and Level 6, in 2012; 2015); English grammar, spelling and punctuation work packages for KS1 (2013) and KS2 (2013 and 2014); and KS1 and KS2 mathematics work package from 2014 to the present.
 
Ms Mendelovits is accredited as a Prince2 practitioner.
